Milwaukee County Transit System (MCTS) is operated by Milwaukee Transport Services, Inc. (“MTS”), a quasi-governmental instrumentality of Milwaukee County that is responsible for the management and operation of the transit system. The MTS Board of Directors manages business and affairs with policy oversight by Milwaukee County

Day-to-day operations are led by MCTS’s President & Chief Executive Officer, supported by a leadership team that manages transit and paratransit operations, service development, procurement, finance, marketing, customer service, and other key functions. 
 
MCTS is funded through a combination of local, state, and federal sources, along with fare revenue. We are committed to transparency, efficiency, and continuous improvement, with leadership at all levels focused on delivering safe, reliable, and accessible transit that connects people to jobs, education, healthcare, and community life.

Steve Fuentes

President and CEO

Steve Fuentes is the President & CEO of MCTS, bringing more than 30 years of transit operations experience to the role. He began his career at the Chicago Transit Authority (CTA) in 1994 as a part-time bus operator and rose through the ranks to hold several key leadership positions, ultimately serving as Regional General Manager of Bus Operations before joining MCTS in 2025. A graduate of the Eno Transportation Senior Executive program, he is passionate about building sustainable, customer-focused transit systems and believes every challenge is an opportunity to innovate and improve service. With a hands-on leadership style and a deep respect for frontline employees, he works closely with his executive team to ensure MCTS delivers safe, reliable, and fiscally responsible transit service. Guided by his commitment to excellence and community impact, he is focused on shaping a dynamic and resilient future for transit in Milwaukee County while strengthening partnerships with riders, employees, and community stakeholders.

Benjamin Stark

Chief Human Resources Officer

Benjamin Stark, Chief Human Resources Officer at MCTS, has spent his career helping others, beginning in workforce development at a community-based nonprofit. Over his time at MCTS, he has overseen all aspects of human resources and labor relations, including talent acquisition, performance management, employee benefits, learning and development, and compensation. Guided by a servant leadership philosophy, Benjamin finds fulfillment in supporting the growth and success of those around him. He is particularly proud of initiatives like MCTS’s apprenticeship programs, which create career pathways for employees while strengthening the broader Milwaukee County community.

Chief Information Officer, Chief Information Security Officer

Since 2017, William Bethia has spent his time leading MCTS's IT and cybersecurity operations. With more than two decades of experience spanning retail, agriculture, pharmaceuticals, manufacturing, healthcare, and mass transit, he has built everything from first-time IT systems to enterprise solutions adopted across industries. William is driven by the challenge of supporting the diverse, 24/7 technical needs of MCTS’s mobile and static operations.

Chief Operations Officer

Kevin Pumphrey has been with MCTS for 27 years, and currently serves as the Chief Operating Officer, bringing a wealth of hands-on experience and leadership to the role. Starting as a bus operator in 1998, Kevin has held a wide range of positions including Cleaner Tanker, Extra Clerk, Fond du Lac station Administrative Assistant, Coordinator of Station Operations, Assistant Director of Transportation, and Director of transportation. This progression reflects a deep understanding of the organization from the ground up. Having grown up using transit and understanding how impactful it is to communities, gives Kevin great pride to be a part of providing the service.

Chief Financial Officer

Alexander Corona is the Chief Financial Officer of MCTS, where he oversees financial strategy, budgeting, and overall financial performance. He joined MCTS in September 2024, bringing extensive experience from leadership roles at Honeywell, A&Z Pharmaceutical, and in consulting. Originally from Venezuela, Alexander came to the U.S. in 2010 and holds an MBA in Finance from NYU Stern as well as a master’s in economics from FIU. He is motivated by MCTS’s mission of connecting people to life and enjoys traveling internationally and staying engaged in global business trends.

Chief Administrative Officer

In her 25-years at MCTS, Sandra Kellner has managed nearly all aspects of transit operations and administration. After several roles in Schedule and Planning Department, she joined the Executive team as Chief Operating Officer in 2011 where she oversaw Transportation, Maintenance, and Schedule & Planning. In 2016, Sandra became the Chief Administrative Officer, overseeing multiple departments as MCTS shifted its organizational structure through the years. Currently, as CAO overseeing Risk Management, Procurement, and Paratransit, Sandra continues to bring her passion for public transportation to every aspect of her work.

Brian DeNeve

Director of Marketing and Communications

Brian DeNeve began his career at MCTS in 2025. He currently holds the position of Director of Marketing & Communications where he's responsible for planning, supervising and implementing effective transit marketing programs that increase use of the transit system, enhance its image and reputation and provide for greater understanding of transit’s role in the community. Brian brings more than 20 years of experience in journalism, media relations, governmental public engagement and digital experience to his position. He is passionate about community partnerships and outreach, and co-founded multiple annual events during his time at the City of Milwaukee.

Brittany Bertsch

Director of Safety, Security and Project Management

Brittany Bertsch has been with MCTS for 17 years, starting as a Marketing intern in 2008 and steadily growing into leadership roles. With a strong background in statistics and project management, Brittany earned PMP certification in 2018 and went on to direct MCTS’s Project Management Department, leading major initiatives including Wisconsin’s first Bus Rapid Transit line, the CONNECT 1. Today, Brittany oversees the merged Project Management and Safety & Security Departments, managing capital planning, facility improvements, and a growing in-house Public Safety team. Guided by data-informed decision-making and collaborative leadership, Brittany is passionate about building a strong, innovative Public Safety program to support the future of MCTS.

Jesus Ochoa

Director of Service Development

Jesus Ochoa is the Director of Service Development at Milwaukee County Transit System, where he has worked since 2017. As an urban planner with degrees from the University of Wisconsin–Milwaukee and University of Wisconsin–Parkside, he leads the team that plans and improves fixed-route services and transit infrastructure. Jesus has played key roles in projects like MCTS NEXT, the CONNECT 1 Bus Rapid Transit Line, and MOVE 2025. Known for his collaborative and solution-focused approach, he is passionate about using planning and data to enhance transit services and positively impact the community.

Rachael brings over 30 years of experience supporting C-level executives, providing high-level administrative and strategic support that drives organizational success. She joined MCTS in 2024, inspired by the organization's community-focused mission and values. With roots in public transit through her father’s career at the Chicago Transit Authority (CTA), Rachael’s leadership is defined by professionalism, accountability, and initiative, qualities she brings to supporting MCTS’s mission to serve Milwaukee County.

"No person in the United States shall, on the grounds of race, color or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance."

The Milwaukee County Transit System (MCTS) respects civil rights and operates its programs and services without regard to race, color or national origin. MCTS is committed to complying with Title VI requirements in all of its programs and services.

Any person who believes he/she has been subjected to discrimination in the delivery of or access to public transportation services on the basis of race, color or national origin, may file a complaint with Milwaukee County Transit System (MCTS). Such complaint must be filed in writing with MCTS no later than 180 days after the alleged discrimination. You can file your complaint using this form. Once completed, you can print the form and mail to MCTS at the address below.

The Milwaukee County Transit System (MCTS) is committed to complying with the requirements of the Americans with Disabilities Act (ADA) in all of its programs and services.

“No entity shall discriminate against an individual with a disability in connection with the provision of transportation service” (§ 37.5(a)).

Reasonable Accommodation

Any person with a disability who would like to request a reasonable accommodation can do so by contacting the ADA Coordinator using the contact information below.  Whenever feasible, requests for modification should be made before MCTS is expected to provide the modified service.  MCTS will make every effort to provide the requested accommodations and, if it cannot, will take any other reasonable actions to ensure that the individual with a disability receives the services sought.  Any person who was denied a reasonable accommodation can file an ADA Complaint by following the process outlined below.

MCTS History

Mass transit in Milwaukee has come a long way over the past 165 years. What started as two-man horse carriages has grown into a fleet of 370 clean diesel buses providing tens of millions of rides a year.
