Brian DeNeve began his career at MCTS in 2025. He currently holds the position of Director of Marketing & Communications where he's responsible for planning, supervising and implementing effective transit marketing programs that increase use of the transit system, enhance its image and reputation and provide for greater understanding of transit’s role in the community. Brian brings more than 20 years of experience in journalism, media relations, governmental public engagement and digital experience to his position. He is passionate about community partnerships and outreach, and co-founded multiple annual events during his time at the City of Milwaukee.{index=8}
Brittany Bertsch has been with MCTS for 17 years, starting as a Marketing intern in 2008 and steadily growing into leadership roles. With a strong background in statistics and project management, Brittany earned PMP certification in 2018 and went on to direct MCTS’s Project Management Department, leading major initiatives including Wisconsin’s first Bus Rapid Transit line, the CONNECT 1. Today, Brittany oversees the merged Project Management and Safety & Security Departments, managing capital planning, facility improvements, and a growing in-house Public Safety team. Guided by data-informed decision-making and collaborative leadership, Brittany is passionate about building a strong, innovative Public Safety program to support the future of MCTS.
Jesus Ochoa is the Director of Service Development at Milwaukee County Transit System, where he has worked since 2017. As an urban planner with degrees from the University of Wisconsin–Milwaukee and University of Wisconsin–Parkside, he leads the team that plans and improves fixed-route services and transit infrastructure. Jesus has played key roles in projects like MCTS NEXT, the CONNECT 1 Bus Rapid Transit Line, and MOVE 2025. Known for his collaborative and solution-focused approach, he is passionate about using planning and data to enhance transit services and positively impact the community.
Frances Musci is the Director of Paratransit Services and ADA Officer at Milwaukee County Transit System, where she oversees eligibility and vendor service provision while ensuring compliance with the Americans with Disabilities Act. Frances began her career at MCTS as a part-time Information Agent and has held roles in Planning and Transportation, including managing bus operator training. With over 22 years at MCTS, she draws on her transit experience and teaching background to provide essential mobility services, ensuring riders can access work, medical care, and community opportunities safely and reliably.
Yeng Her is the Director of Finance at MCTS, where he oversees Accounting and Payroll, manages organizational budgets, and leads key initiatives, including a full Enterprise Resource Planning (ERP) system implementation. A first-generation American, he began his career as a staff accountant in law firms and later served as VP of Finance and Administration at a national nonprofit focused on developing emerging leaders. As a Milwaukeean and transit rider in his youth, Yeng leads with resilience, expertise, and a deep commitment to public service.
Henry Uslabar leads MCTS’s procurement efforts, overseeing a team of five and managing the agency’s purchasing and contracting. He joined MCTS in 2024 after four years contracting dental providers and negotiating reimbursement schedules for a Medicare/Medicaid network administrator. A UW-Oshkosh graduate, Henry is known for a hands-on, research-driven approach that emphasizes compliance, efficiency, and building trust. He is motivated by MCTS’s modernization efforts, including implementing Dynamics 365, and takes pride in contributing to essential services that serve the community.
Jennifer Ortega is the Director of Business Services Milwaukee County Transit System, where she oversees fare collection, customer service, revenue integrity, and business programs that support financial sustainability and rider experience. She joined MCTS in 2018 and brings more than 20 years of leadership experience across customer service, operations and revenue-focused functions in both the private and public sectors. Jennifer is motivated by MCTS’s mission-driven work and is passionate about improving mobility, equity, and access through modern, customer-centered transit solutions.
Kevina Vann’s career is rooted in a passion for people, growth and meaningful impact. With over five years at MCTS, she brings experience in employee and labor relations, leadership development, performance management, and equity and belonging. In her current role, Kevina oversees employee and labor relations, working closely with employees and leaders to address concerns, navigate conflict and ensure fair, thoughtful outcomes. She is deeply committed to building trust, strengthening relationships and creating a supportive workplace culture. Driven by MCTS’s mission, Kevina is motivated by helping people thrive and contributing to work that truly makes a difference.
Jean Lovo is the Director of IT at MCTS with more than 20 years of experience leading cross-departmental efforts across multiple industries. Since joining MCTS in July 2023, she has focused on supporting IT operations by aligning technology, cybersecurity and investments with organizational needs and long-term goals. She is motivated by MCTS’s mission to serve the Milwaukee County community and by the challenge of ensuring reliable, secure technology for a 24/7 operation. A graduate of Alverno College, Jean values collaboration, strong partnerships and practical solutions that keep MCTS moving.
Nilsa Rosado Jurkiewicz is the Director of Risk Management at MCTS, a role she assumed in November 2023. She brings more than 40 years of public-sector experience, including a long career with the City of Milwaukee focused on safety, risk management and workers’ compensation. Her work has centered on protecting vulnerable populations, employees, and communities through prevention, education, and collaboration. A servant leader at heart, Nilsa is passionate about building a culture of safety that prioritizes people, wellbeing and shared responsibility.
Dwyane Reese is the Director of Maintenance at MCTS, with 28 years of dedicated service. He began his career in 1998 as an entry-level cleaner and advanced through mechanic, supervisory and management roles. Dwyane oversees preventive and regular maintenance for all revenue and non-revenue vehicles, building maintenance and labor relations with union leadership. A U.S. Army veteran, he leads with discipline, fairness and attention to detail. He’s most motivated by seeing buses serve the community and helping employees grow and advance.
